1. What is PDEA Tendering portal ?
The Pune District Education Association,Pune Portal of Semi-Government of India facilitates all the universities comes under Pune District Education Association to publish their Tender Enquiries,. It is available at http://www.pdeaetender.org
2. What is the aim of PDEA Tendering Portal ?
The primary objective of the portal is to provide a single point access to the information on procurements made across various colleges / Departments and all the organizations under them. All user departments and agencies would be required to link up their individual portals with this centralized procurement portal.
3. What all would be available in PDEA Tendering Portal ?
Pdeaetender will eventually contain all tender enquiries floated by any central government organization. It will have links to various sites related to eTendering.
4. What is expected out of any college department in this portal ?
All college departments are expected to upload all tender enquiries, its corrigendums and award details after the bid award on to the site.
5. What is ePublishing ?
The process of uploading the details of tender enquiry, its corrigendum and award details on to the pdea portal after login in to the portal with login ID and password.
6. What is Procurement ?
Procurement is one of the most important activities in all government departments and lots of government fund is spent towards procuring goods / works / services through various types of tenders across the country.
7. What is eProcurement ?
e-Procurement is the process by which the physical tendering activity is carried out using internet and associated technologies.
8. What is Digital Signature Certificate DSC ?
Digital Signature Certificates (DSC) are the digital equivalent (that is electronic format) of physical or paper certificates. Examples of physical certificates are drivers' licenses, passports or membership cards. Certificates serve as a proof of identity of an individual for a certain purpose; for example, a driver's license identifies someone who can legally drive in a particular country. Likewise, a digital certificate can be presented electronically to prove your identity, to access information or services on the Internet or to sign certain documents digitally.
9. Why is DSC required ?
Like physical documents are signed manually, electronic documents, for example e-forms are required to be signed digitally using a Digital Signature Certificate. Transactions that are done using Internet if signed using a Digital Signature certificate becomes legally valid.
10. What are all the requirements to use pdea tender portal ?
For a user who has to upload tender enquiries to the portal, the basic requirements would be to get a Login ID created by filling up the user creation form.
11. Who will create users ?
Nodal officers of each department will create users for that department who would have the roles of tender creator / publisher, as per the need.
12. What is the basic infrastructure requirement to use pdea tender portal ?
The complete backend hardware and software support for implementation of the system will be from Tech Divinity. The user department has to make provisions for the front end infrastructure such as desktop system, printer & scanner,internet connection.
13. How and where do I get Help to use pdea etender portal ?
First level help can be obtained by calling the Help line number available on the site. Mails can be sent to A demo site www.techdivinityprocure.com is available for practicing and training.
14. How will I get my user account created ?
User accounts will be created by the respective Nodal Officers.
15. What are the steps needed to adopt eProcurement ?
A detailed user manual for proceeding towards eProcurement is available in the site.
16. Who is a Tender Publisher ?
Tender Publisher is an official who will verify the correctness of the tender being published and has been assigned the role for Tender Publishing in the pdeaetender Portal.
17. Who is a Tender Creator ?
Tender Creator is an official who has been assigned the role for Tender Creation in the pdeaetender Portal.
18. What is meant by role ?
Role is the activity assigned to a person to be performed in his official capacity.The assigned role can be for Tender Creation, Tender Publishing, Tender Opening, Tender Evaluation, Auditing, etc. At ePublishing stage, only Tender Creation and Tender Publisher roles are required.
19. Who is a Nodal Officer ?
Nodal officer is the key person who drives the implementation of the project in their Ministry / Department / Organization. He also creates users for his organization.
20. What kind of training support can be expected ?
TechDivinity will schedule training programmes at pune during the month of Jan 2012. Users can register for these training programmes.
